It is stipulated that school buses must be equipped with satellite positioning and speed limiting devices. In March 2012, the new national standard for school buses in China was implemented. Two national standards

Special School Bus Safety National Standard” is composed of two mandatory national standards. “Special School Bus Safety Technical Requirements” and “Special School Bus Student Seat System and Strength of Vehicle Fixtures”. These two national standards clarify the technical indicators and test methods of school buses. They are including school mini bus and seat systems; pay more attention to vehicle safety performance; humanization of vehicle configuration; and operability of vehicle safety management. For example, the standard requires that the steps (steps) of the dedicated school bus. It including school mini bus, must not too high, handrails must set up and down, the passage must be smooth and non-slip, the seats and partitions must be soft. Moreover, the air quality in the car must meet the standards.

Compared with the original national standard “Special School Bus Safety Technical Requirements for Primary School Students”, the “National Standard for Special School Bus Safety” has modified more than 30 contents. Such as student seats, emergency exits, and stepping, and added first aid kits, interior decorations, and signal systems. More than 30 requirements such as the maximum number of occupants of each school bus.

The new national standard has a certain transition period, and products that get a certification will be implemented from the 13th month from the date of implementation of this standard.

Capacity: School bus, including school mini bus, must not exceed 56 people

The maximum number of occupants of the kindergarten school bus, including school mini bus should not exceed 45; the maximum number of occupants of the school bus for elementary school students and the school bus for elementary and middle school students. It including school mini bus should not exceed 56 people.

Among them, the weight of each child in the kindergarten school bus is 30 kg; the weight of each student in the primary school bus is 48 kg; the weight of each student in the school bus for primary and secondary school students is 53 kg, and the weight of each caregiver is 68 kg. The driver’s weight is 75 kg.

Interior: no raised burrs

There should be no holes inside or outside the car that can easily jam the fingers of children and elementary school students. Also, there should be no defects such as protrusions, depressions, sharp corners, etc. that may cause personal injury. High and low handrails at the passenger door of school buses and there should no bumps or burrs on the handrails that may cause injury.

At least the lower half of the side windows in the passenger area should be closed; the visible light transmittance of all window glass should be no less than 50%; no opaque colored paper or heat-insulating paper with any specular reflective material should be posted.

The passenger area of special school buses for young children, including school mini bus, shall adopt a flat floor structure, and there shall be no steps on the floor except for the local structural protrusions such as wheel covers and access covers.

The floor coverings in the riding area, aisle area, and approach area should be non-slip and wear-resistant.

Outer roof: install school bus sign lights

For school buses, including school mini bus, two yellow school bus marker lights should at the front and rear of the outer top of the bus. The distance between the front marker lamp and the front edge of the roof should not be more than 40 cm; the rear marker lamp and the rearmost edge of the roof The distance should not be greater than 40 cm. Air quality: install forced ventilation

Step: The pedal on the car is not higher than 35 cm

Under the condition of the curb weight of the vehicle, including the school mini bus, the height of the first step from the ground to the passenger door should be no more than 35 cm, and the height of other steps should be no more than 25 cm. The first step depth of a light special school bus, such as a school mini bus, should be no less than 23 cm, and a large and medium special school bus should be no less than 30 cm.

Seat: non-folding soft seat

Seats for infants and students should be arranged forward. The horizontal and vertical plane on which the driver’s seat is located shall not be previously provided with infant and student seats. Seats for infants and students are arranged in a maximum of “2 3” in the transverse direction of the vehicle.

Child and student seats should not be folding seats. Each child and student seat should have a backrest, and the width of the backrest should not be less than the width of the cushion. Seats for toddlers and students should be softened.

The seat cushion width of single infant and student seats should not be less than 38 cm. If it is a long child and student seat, the seat cushion width should be at least 33 cm, the depth of the seat cushion should be at least 30 cm, the height of the seat cushion should be greater than 22 cm, and the backrest thickness should be at least 4 cm.

Seat spacing: at least 50 cm wide

The “National Standard for Special School Bus Safety” requires that the seat spacing of children’s school bus seats should not be less than 50 cm, the seat spacing of school bus seats for elementary school students should be no less than 55 cm, and the seat spacing of school buses for primary and secondary school students, including school mini bus seats should not be less than 50 cm. It should be less than 65 cm, and the seat spacing of caretakers should not be less than 65 cm.

Emergency exit: at least one on each side

A dedicated school bus, such as a school mini bus, should have only one passenger door and be located between the front and rear wheels on the right. To facilitate evacuation and rescue outside the vehicle, there should be at least one exit on the left and right sides of the vehicle. There should be at least one exit each in the front half and the back half of the passenger area. There should be at least one exit at the back wall. Exits include emergency doors, emergency windows, and top evacuation hatches. Large and medium school buses should also be equipped with top evacuation hatches.

Lighting: should be equipped with two lighting circuits

Driving recorder: with satellite positioning function

The new national standard has many requirements. Such as school mini buses, should be equipped with a driving recorder with a satellite positioning function; the display part of the driving recorder should be easy to observe.
