In April 2019, the Ministry of Commerce, the Ministry of Public Security, and the General Administration of Customs jointly held a conference for the issue of second-hand car export, launched exports of second-hand cars, with Beijing, Tianjin, Shanghai, and Guangdong among the first batch of 10 regions allowed to conduct such trade.
With the continuous improvement of enterprises’ ability in used car exportation, supporting services, and overseas marketing networks. China’s second-hand car exports wil be a booming increase. Overseas demand for a used sedan, pickup, SUV, passenger mini-bus, truck…etc is huge, especially sedan, mini-bus. In order to further expand the scope of second-hand car exports, on November 30, 2020, the Ministry of Commerce and the Ministry of Public Security jointly announced to further expand the scope of second-hand car export in 20 new regions across the country. At present, there are 30 regions in China to carry out second-hand car export business. Second-hand cars like used sedan, pickup, SUV, mini-bus…etc are exported from China to more than 80 countries and regions. It is with sales nearly reaching 6,000 unit vehicles.
Strict testing standards
For the export of second-hand cars in China, such as used pickup, sedan, passenger mini-bus, truck…etc vehicles, it needs to go through 7 processes: domestic used car collection; public security traffic department transfers the car ownership, third-party inspection, export license application, customs declaration, vehicle cancellation, and export shipment. Concerning the transfer and cancellation procedures of second-hand cars like used sedan, SUV, passenger mini-bus, truck…etc, the process for the used mini-bus, sedan, pickup…etc vehicles is relatively cumbersome and can be further simplified. Strict testing standards for the used car like the used sedan, mini-bus, truck…etc must be implemented. Each car must be tested by a third-party organization before being qualified for export. It is necessary to transfer the ownership to a company with export qualifications in advance.
With the support of the government policy, our Guangdong enterprises have joined together closely. According to the mission of “One Belt One Road” export to stimulate automobile consumption, at the end of 2019, nearly 600 second-hand cars were exported, including various type of vehicles, such as pickup, sedan, passenger mini-bus, truck…etc, and the sales ranking first in the country! Subsequently, various enterprises cooperated closely to establish a used car trading base in the Free Trade Zone of Djibouti.
